oToallow qualified older adult citizens and veterans to perform work for the Townof Duxbury and receive a property tax abatement for the home in which theyreside.
oToenhance services by utilizing the skills of veterans and citizens, age sixty-five(65) and older, in various departments throughout the Town.
EligibilityRequirements:
FOROLDER ADULTS:
oApplicantmust be 65 years of age as of July 1 of the year of application.
oMust own and occupy home asprimary domicile as of July 1 of the year of application.
oIfhome is held in a trust, documents showing that the applicant is a trustee ofthe trust must be provided.
If the applicant is not a trustee of the trust,he/she is not eligible to participate in this program.
oProperty tax abatement of upto $1,500.
00 permitted per household, per year.
FORVETERANS:
oProvidea copy of Form DD214 with honorable discharge.
oApplicant must be a veteran,or the spouse of a disabled or deceased veteran, subject to Veteran ServiceOfficer verification.
oMust own or occupy their home asthe primary domicile.
oIfhome is held in a trust, documents showing that the applicant is a trustee ofthe trust must be provided.
If the applicant is not a trustee of the trusthe/she is not eligible to participate in this program.

PropertyAbatements:
oAmaximum of 23 abatements of $1,500 each will be provided annually from theOverlay Account.
oThework must be completed between January 1 and October 31, 2024 oIfmaximum hours allowed are not completed, a prorated abatement will be provided basedon the number of hours worked.
o100hours are required to qualify for maximum abatement.
oTheabatement will be applied to the 3rd quarter tax bill.
GeneralInformation:
oTheSVTWO property tax abatement is not considered income for purposes of STATEincome tax withholding, unemployment or workmen's compensation.
However, theabatement is considered taxable for federal income tax purposes.
oParticipantsare required to participate in the OBRA 457 FICA Alternative DeferredCompensation Program unless a participant of or retired from Plymouth CountyRetirement or MA Teacher's Association Retirement Programs.
oRulesand guidelines will be reviewed periodically and updated as necessary.

oAtthe completion of each year, the participants and department heads will besurveyed to determine the effectiveness of the program.

Responsible for the duties required for each specific departmentinvolved in the program 2.
SupervisionReceived:
Works under direct supervision of the department supervisor whoplans and carries out work in accordance with provided instructions.

SupervisoryResponsibility:
Not required to supervise any otheremployees.

Confidentiality:
Has access to department-wide confidential information.
Confidentiality must bemaintained with regard to this information in accordance with DepartmentalPolicy and Public Records Act.

Accountability:
Errors, missed deadlines or poor judgment could severely jeopardize departmentoperations or programs result in a delay of service, confusion, monetary loss,or have extensive financial and/or legal repercussions and adverse publicrelations for the Town of Duxbury.

Judgment:
Numerous standardized practices, procedures, or general instructions govern thework, and in some cases, may require additional interpretation.
Instructions may be in the form of administrative or organizational policies,general principles, legislation or directives that pertain to specificdepartment or functional areas.

TheSenior/Veteran Work Off position may interact constantly withemployees, the public, groups and/or individuals such as civic leaders.
Excellent communication, interpersonal and customer service skills are requiredinvolving courtesy, tact, and diplomacy.

High school degree or equivalent and three to five (3-5) yearsof work experience; or any equivalent combination of education, training andexperience which provides the required knowledge, skills and abilities toperform the essential functions of the job.

Abilities:
Ability to workeffectively with confidential information.
Ability to work tactfully withemployees, officials doing business with the Town, and members of thepublic.
Must possess the ability to communicate clearly in written andoral form; establish and ability to establish and maintain cooperativerelationships with town officials and governmental representatives.
Ability to make basic arithmetical computations and tabulations in a timely andaccurate manner, maintains confidential information, as well as maintains,manages, and organizes complex records.
Ability to manage multiple tasks in anindependent, organized, and timely manner.
Skills:
Excellent customer service,interpersonal and organizational skills; skill in working with numbers anddetail; excellent analytical and communication skills; excellent computerskills including demonstrated skill in use of business and financial softwareapplications including work processing and spreadsheet applications aplus.

Work Environment:
Involves everyday discomforts typical of officesettings with frequent interruptions.
Noise or physical surroundings maybe distracting, but conditions are generally not unpleasant.
OccupationalRisk:
Duties of the job present little potential for injury.
Riskexposure is similar to that found in typical office settings.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
